Fluorescent ballast in the -40 (continuous temperature) can work normally. But the fluorescent tube at -40 degrees can not start. The fluorescent tube is evacuated, then filled with a small amount of inert gas and mercury, the inner wall of the tube is coated with a layer of fluorescent powder. At both ends with preheating tungsten, tungsten coated with barium and strontium can because of the heat emission of electrons. The ambient temperature is too low in mercury lamp is not easy to be ionized, so it can't start.
