T5,T8,T12 Ballasts for fluorescent lighting works to stabilize the current through the light, and provides the initial striking voltage that is needed to begin the arc discharge.it quickly lowers the current to produce just enough electricity to produce a steady light source. Without the ballast, a fluorescent bulb would attach directly to 120-volt current and quickly burn out the bulb.fluorescent lamp, current causes resistance to decrease. This is because as more electrons and ions flow through a particular area, they bump into more atoms, which frees up electrons, creating more charged particles. In this way, current will climb on its own in a gas discharge, as long as there is adequate voltage (and household AC current has a lot of voltage). If the current in a fluorescent light isn't controlled, it can blow out the various electrical components.

fluorescent tubes will not necessarily be the exact brightness noted on the label. That number you see, expressed in lumens, is figured using a normal light output ballast with a ballast factor between 0.77 and 1.1. If you don't need your room quite as bright, use a low output ballast with a ballast factor below 0.77. If you are lighting a warehouse or manufacturing facility where brightness is important, you will need a high output ballast with a fluorescent light ballast factor above 1.1.
